The Wellsboro Area School District is requesting bids to be made "net of insurance" and will award the contract to the lowest responsible bidder "net of insurance," all as more thoroughly described in the Contract Documents. Sealed proposals shall be addressed to and deposited with Robert Ulmer, Business Manager, Wellsboro Area School District, at the Administrative Offices, 2 Charles Street, Wellsboro, PA 16901, until 2:00 p.m., local prevailing time, Wednesday, May 21, 2003, Thursday, May 29, 2003 (amended by addendum) for the following project:

Separate bids will be publicly opened and read aloud at the time and place stated above. Each bid shall be accompanied by a certified check, a cashier's check or the bid bond of an approved Surety Company, in an amount of not less than ten percent (10%) of the amount of the proposal. Check or bond shall be drawn in favor of the Wellsboro Area School District.

In compliance with Act #317 of 1978, approved November 26, 1978, and as amended November 23, 1982, no bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids, except if delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case contract award would occur within 120 days of the date of bid opening, unless extended by the mutual written consent of the contracting body and the bidder. Thirty (30) day extensions of the date for the award of the contract may be made by the mutual written consent of the Owner and the bidder.

A non-mandatory Pre-bid Conference will be held at 11 a.m., (Wednesday), May 7th, 2003, at the Auditorium of the existing High School Building. Additional site visitations (after 3:00 pm daily) may be arranged by contacting Mr. Jerry Borden, Director of Buildings and Grounds, at (570) 724-0330.

on or after Wednesday, April 16th, 2003, upon deposit of $500 for one set of General Construction, Heating, Ventilating and Air Conditioning Construction, Plumbing Construction, Electrical Construction, Food Service, Fire Protection, Geothermal Well Field and Building Demolition Drawings and Project Manuals, which amount (less $50 for expense of postage and handling if documents are mailed to bidder), will be refunded to the bidder only upon submission of a bona fide bid and the return of the Drawings and Project Manuals, including addenda, to the Architect in reusable condition within ten (10) days after the date of the opening of bids; otherwise, the deposit will be forfeited. Bidders are also advised that the project will include an alternate bid providing for all work under all contracts listed above to be performed by the General Contractor as a single prime contract. A second set of construction Drawings and Project Manuals may be obtained upon an additional refundable deposit of $500. Additional sets of Drawings and Project Manuals may be purchased. Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of the necessary work.

Notice is also given that the School District has selected Owner Controlled Insurance for the project. Under this approach, Contractors and Subcontractors must remove the cost of insurance from the Base Bid price. The lowest responsible bidder will be determined on a "net of insurance" basis. In other words, the Base Bid is to be identified by the Contractor excluding any cost or expenses for General Liability, Workers' Compensation, and Builder's Risk Insurance. Alternate Bids and Unit Prices are also to be set forth excluding cost for such insurance. The Owner will select which alternates it desires and will determine the low bidder based upon the bids without insurance being provided by the Contractor.

Work shall be started on the project no later than ten (10) days after the Notice to Proceed is issued by the Owner or on the date specified in the Notice to Proceed. The new building work shall be completed, ready for use, on or before December 15, 2004, while demolition of the existing building must be completed on or before May 1, 2005.

The Wellsboro Area School District reserves the right to waive any informalities in bids, or to reject any or all bids.
